	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]


	2.	Presentation of Capital Credit Check from CoServ.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	3.	Approve Minutes of the January 8, 2019, Regular City Council Meeting.

	4.	Adopt a Resolution Authorizing the Chief of Police to Administer the Donation of Qualifying Property Held by the Police Department with a Value of Less than $500 to Other Law Enforcement Entities or Non-Profit Organizations.

	5.	Award Bid and Authorize the City Manager to Execute a Contract with EEC Enviro Service Co. in the Amount of $164,562 for the Replacement of City Hall Chiller Unit #1.

	6.	Authorize the City Manager to Execute a Contract with TB2 Services, dba Aire Dynamics, Inc. as the Primary Vendor for the Annual HVAC Preventative Maintenance and Repair Services for City Facilities for an amount of $300,000 and Establish a Contract with CEC Facilities Group, LLC., as the Secondary Vendor.

	7.	Reappoint Cynthia Porter Gore as the Municipal Court Judge and Authorize the City Manager to Execute an Agreement Relating to her Appointment for a Period Ending December 31, 2020.

	8.	Reappoint Michelle Montemayor and Donald McDermitt as the Alternate Municipal Court Judges and Authorize the City Manager to Execute Employment Agreements Relating to their Appointments for a Period Ending December 31, 2020.

	9.	Receive the Capital Improvement Program (CIP) Status Report.

	10.	Receive the Financial Report for Period Ending December 31, 2018.

	11.	Receive the Investment Report for the Period Ending December 31, 2018.

	Executive Session. (As needed)


		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	14.	Reconvene and Consider Action on Items Resulting from Executive Session.
