	Call to Order and Announce a Quorum is Present.

	Public Recognition.


	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]


	2.	Present Plaques-of-Appreciation to Former Members of the Various Boards and Commissions.

	3.	Presentation of Proclamations by the Office of the Mayor. Present a Proclamation to Representatives of the Allen High Noon Lions Club Proclaiming October 11, 2018, as World Vision Day.

	4.	Presentation of the Convention and Visitor's Bureau Advisory Board Annual Report by Chairperson Carson Doss.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	5.	Approve Minutes of the September 25, 2018, Regular City Council Meeting.

	6.	Adopt a Resolution Authorizing an Interlocal Agreement Between the Cities of Allen and Plano and Collin County to Allow Collin County to Become a User on the Allen and Plano Jointly Owned Radio Communications System.

	7.	Adopt a Resolution Regarding the 2018 Bond Program Election Called by the Collin County Commissioners Court to be Held on November 6, 2018 for Transportation and Open Space Improvements.


	Regular Agenda.


	8.	Presentation by the United States Postal Service on the Potential Relocation of the Main Post Office - Allen, TX 75013.

	Executive Session. (As needed)


		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	11.	Reconvene and Consider Action on Items Resulting from Executive Session.
