	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]


	2.	Present Plaques-of-Appreciation to Former Members of the Various Boards and Commissions.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	3.	Approve Minutes of the September 22, 2020, Regular City Council Meeting.

	4.	Approve Minutes of the October 5, 2020, TRIAD Meeting.

	5.	Adopt a Resolution Authorizing the Mayor to Approve and Execute a Settlement Agreement and any Related Agreements, Including a First Amendment to the Regional Water Supply Facilities Amendatory Contract by and Between the City of Allen, Texas, the North Texas Municipal Water District, and all Member Cities in said District in Full Settlement of All Pending Petitions Filed at the Public Utility Commission of Texas, PUCT Docket Nos. 46662, 47863, 49043, and 50382; and Providing an Effective Date.

	6.	Authorize the City Manager to Purchase Construction Services with Reynolds Asphalt and Construction Company through an Interlocal Agreement with the City of Grand Prairie, for the Central Business District (CBD) Street Rehabilitation Project in the amount of $286,227.

	7.	Authorize the City Manager to Approve Beverage Purchases from Andrews Distributing for Retail Sale at Allen Event Center and The Courses at Watters Creek in the Amount of $124,020.

	8.	Authorize the City Manager to Approve Food & Beverage Purchases from Ben E. Keith for Retail Sale at Allen Event Center and The Courses at Watters Creek in the Amount of $241,700.

	9.	Authorize the City Manager to Approve Beverage Purchases Through FinTech.net for Retail Sale at Allen Event Center and The Courses at Watters Creek in the Amount of $195,800.

		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	11.	Economic Development Deliberation Pursuant to Section 551.071 (1) and (2) of the Texas Government Code — Discussion of Economic Development Agreements and other Related Agreements between the City of Allen, the Allen Economic Development Corporation and the Allen Community Development Corporation with TCH Altera, L.P.

	12.	Pursuant to Section 551.071 (2) of the Texas Government Code — Discussion Related to the Use of CARES Act Funds.

	13.	Reconvene and Consider Action on Items Resulting from Executive Session.
