		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor.

Presentation of a Proclamation to Allen Area Service Groups Proclaiming November 9-17, 2019, as Live. Love. Allen. Week.
Presentation of a Proclamation to Representatives of the Collin County Homeless Coalition, Proclaiming November 16-24, 2019, as Hunger and Homelessness Awareness Week.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	4.	Approve Minutes of the October 22, 2019, Regular City Council Meeting.

	5.	Approve Minutes of the October 22, 2019, City Council and Council Nominating Committee Meeting.

	6.	Approve the Exchange Parkway Recreation Center Feasibility Study.

	7.	Adopt a Resolution Approving the City of Allen Trails and Bikeways Master Plan.

	8.	Authorize the City Manager to Execute a Contract with North Rock Construction, LLC, for the Construction of The Courses at Watters Creek Parking Improvements in the Amount of $108,133.

	9.	Authorize the City Manager to Amend the Contract for Public Safety Vehicle Equipment from Priority Public Safety to an Annual Amount of $300,000.

	10.	Receive the Financial Report for Period Ending September 30, 2019.

	11.	Motion to Set Saturday, February 1, 2020, as the Date for the Strategic Planning Session with City Council.

	12.	Authorize the City Manager to Execute an Agreement to Allow Dalcor Holdings, LLC, to Construct Open Space Improvements on City Property at Ridgeview Drive and Rowlett Creek.

	13.	Conduct a Public Hearing and Adopt an Ordinance Amending the Development Regulations of Tract A-1 of Planned Development No. 92 Corridor Commercial and Adopt a Concept Plan, Building Elevations, Open Space Plan, and Open Space Concept Plan for Approximately 7.37± Acres Generally Located North of Ridgeview Drive and East of Watters Road. [Urban Residential - Hwy 121 at Watters]

	14.	Conduct a Public Hearing and Adopt a Resolution Approving the 2018-2019 Comprehensive Annual Performance Evaluation Report (CAPER) and Authorize its Submission to the U.S. Department of Housing and Urban Development (HUD).

November 28-29 - City Facilities Closed in Observance of Thanksgiving Holiday December 6 - Holly Jolly Celebration featuring the Annual Christmas Tree Lighting, The Circle of North Allen Drive and St. Mary Drive, 5:00 p.m. December 7 - Rudolph Run, Downtown Allen, 8 a.m. December 8 - Annual Rotary Christmas Parade, Downtown Allen, 2 p.m.

		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	17.	Reconvene and Consider Action on Items Resulting from Executive Session.
